This report contains unweighted data for each question in the 2006 Federal Human Capital Survey. "# of respondents" is the actual number of respondents to each question. Reported percentages and "# of respondents" for each question are based on all answers, including "Do not know." The questions in the survey cover eight topic areas:
Personal Work Experiences: Questions 1-10 address employees' personal work experiences and opinions about their work units and the organization overall.
Recruitment, Development, & Retention: Questions 11-21 address agency goals to recruit people with relevant skills and to provide employees with appropriate resources and working conditions, reasonable workloads, and opportunities to demonstrate their skills.
Performance Culture: Questions 22-35 cover agency policies and practices related to employee motivation and job performance, such as rewards and recognition, performance appraisals, employee empowerment and accountability, and workplace diversity.
Leadership: Questions 36-46 ask about the effectiveness of the agency's senior managers in motivating employees, maintaining high ethical standards, communicating organizational policies, resolving grievances, and prohibiting illegal employment practices.
Learning (Knowledge Management): Questions 47-53 ask whether supervisors and managers promote a workplace culture that supports staff development and fosters knowledge and information sharing within and across work units.
Job Satisfaction: Questions 54-62 address employee satisfaction with various aspects of their jobs, including pay, job training, opportunities for advancement, recognition for work well done, and the policies and practices of senior leaders.
Benefits: Questions 63-73 ask employees if they are satisfied with various employment benefits and workplace flexibilities.
Demographics: Questions 74-84 cover employee information, such as gender and age.
