This report presents agency 2006, 2004 and 2002 weighted positive response results for comparable questions appearing in the 2006, 2004 and 2002 Federal Human Capital Surveys (FHCS). The 2006 FHCS question wording and numbers are used in this report.
The report also indicates whether the differences in positive percentages across administrations are significant. An up (improved) or down (declined) arrow in the last column of the report indicates there is a 95 percent chance the difference between administrations is reliable and not due to chance (see Are Data Comparisons Significant?).
Policy makers and managers can use this report to track Governmentwide and agency progress in meeting human capital standards and specific management goals. OPM plans to administer the FHCS on a regular basis.
